Bodies are electric in nature and The Light of Self or Soul is magnetic in nature. Bodies are constantly in seeming motion and the Self is forever still.
Magnetic Light of Self imagines motion but motion cannot know it’s Magnetic Source – it can only sense motion.
Levels of consciousness below 540 on the map of consciousness (R) are based in identification with electricity as being the Source of Life; thus, the question arises within those levels ‘can AI become conscious’. At 540 understanding begins that AI can only function within the parameters of electrical nature; it can never know the magnetic light of Self imagining it. The brain itself is a form of AI that can never know the Self that is imagining it.
I would say 539 is as high as AI can ‘evolve’ on the moc. Everything 540-1000 identifies more and more with the ‘etheric brain’ and less and less the physical. And then after the moc itself disappears (and the etheric brain with it) Consciousness is known purely as the divine qualitative Interchange of The Supreme Personality of Godhead.
There was mention in your comment that higher locs are more complex. I would say this is the opposite. Knowledge of the difference between magnetic Light and electricity is simple. Magnetic Light is known to express through the idea of motion the eternal ecstatic mental qualities that can never actually be quantified – they only seem to be quantified! Consciousness of electricity is seeming quantification which can only ever be consciousness of the “artificial” or the simulation that is the effect of the idea.

I suppose there is the assumption within identity located in electricity (force/unreal) that knowledge (power/real) is complex because the question is asked through an empirical lens that can never focus on the answer.
Perhaps ‘the work on the matrix’ is your soul’s version of mastering the 3D world of electricity.
Which is awesome- we’re meant to create divine effects. We’re just not meant to identify with them or give them the reality that belongs alone to the imaginative Self.
AI collates and outputs the effects of imagination that it is programmed with, but it can never become the Imaginer Who programmed it.
